•Swapping GPUs between 1st and 2nd slots (still behaves the same, so I do not believe it's a GPU problem) •Putting only one GPU in slot 2, leaving slot 1 empty (doesn't work) •Putting only one GPU in slot 1 [either card], leaving slot 2 empty (functions properly) •Made sure I was using the proper PSU cables, even changing them out just in case. If the card is on an angle, it can cause issues and may not function properly. Note: This is a common problem with PCI Express x1 expansion cards. Move the expansion card to another PCI or PCI Express slot. Note: PCI Express expansion cards work in PCI Express slots that are longer than the cards and do not use the entire slot's capabilities. When the PC reboots hit F2 to go back into the BIOS, you will see under boot priority that windows boot manager now lists your NVME drive. And the answer is you very likely fried the PCI-E controller on the CPU, so any computer you put that CPU in will not have functioning PCI-E x16 slots. The PCI-E x16 slots on the motherboard are connect directly to the CPU.

Uninstall completely onboard graphics, it's stuck again, reset again. At this point, fresh windows install. Insert card after very first windows boot, no good. New. 28 May 2015 #6. Turns out the PCI slot is defective. The two PCI slots are "plug-&-play" so there is nothing in the Bios for either one. Apparently, one of the pins in slot 1 is bad. PCIe 16x slot not working 5600x RTX 3070/Vega 64/R9 390. Top PCIe slot does not work, my best guess is the CPU but I want to try everything before I RMA it. So I bought the 5600x first, updated my b450 bios the correct way, and went to start it up. Had no display in the top PCI slot with the vega 64. VGA light was on on the motherboard. Try one last thing though disable onboard vga entirely (its obv not at this point) put gpu in main slot so you know it will boot put controller in second slot try it again.. the review shows options disabling second pci-e if onboard is detected or disabling onboard if second gpu is detected and whole bunch of weird settings. Both PCI-E slots do the same. GEN 1-4 speeds made no difference. Seems like the card does press down all the way into the slots. A really old UEFI graphics card does work in either slot. So I'm inclined to believe the 3070 Ti is faulty. It sucks when devices just aren't plug-and-play.

Double check you have the pcie power cable connected, you could also try another pcie cable, your psu comes with 4 of them. If this doesn't help and you've tried both gpu's in the first pcie slot and both work, it's looking like you have a faulty pci express slot.
